# Fractional HR Director or Fractional CHRO: Which Level Does Your Company Need?

Fractional HR manager, HR director, or CHRO? Compare what each level owns and use company size, complexity, and stage to pick the right one.

![](https://blog.livinghr.com/hubfs/pillarbase-articles/ai_suggestion_1a44a86671bf.webp)

Leadership-level hiring mistakes compound faster than any other kind, because the person in the seat sets the conditions everyone else works in. Those conditions show up in the numbers: [Gallup's engagement research](https://www.gallup.com/workplace/713024/employee-engagement-and-productivity.aspx) finds that teams in the top quartile of engagement achieve 23% higher profitability than teams in the bottom quartile. Getting the people leadership level right is a measurable business decision, not an org chart preference. Here is the short answer. Choose a fractional HR director when you need someone to build and run the HR function: policies, compliance, manager support, and operations that run without you watching. Choose a fractional CHRO when you need enterprise people strategy, organization design, and a credible voice in the room where the big decisions get made. The rest of this article helps you size the role against your company's stage, complexity, and risk.

## What Is a Fractional HR Director?

A fractional HR director is a senior HR leader who builds and runs your people function part-time, on an ongoing basis. They are not an advisor who drops in quarterly with a deck. They own outcomes: the handbook, the compliance calendar, the performance cycle, the HRIS, the manager escalations that would otherwise land on the COO's desk.

So, what does a fractional HR director mean in practical terms? Think of the role as a builder who gets things done. This person typically owns:

- **Function build-out:** setting up policies, onboarding and offboarding workflows, payroll and benefits administration, and the documentation that keeps it all repeatable.
- **Compliance and risk:** multi-state employment law, classification, leave administration, and closing the gaps that create exposure before they become claims.
- **Manager capability:** coaching frontline and mid-level managers through performance conversations, pay decisions, and difficult employee relations issues.
- **HR operations and technology:** selecting, implementing, or cleaning up the HR tech stack so reporting is trustworthy.
- **Team oversight:** managing or mentoring an existing HR coordinator, generalist, or People Ops manager.

Manager capability is often where a director earns the engagement fastest. A [Gartner survey of 1,403 HR leaders](https://www.gartner.com/en/newsroom/press-releases/2024-10-15-gartner-survey-finds-leader-and-manager-development-tops-hrleaders-list) ranked leader and manager development the top priority for 2025, and three-quarters of 805 HR leaders in a related Gartner sample said their managers are overwhelmed by expanding responsibilities. If you are asking what this engagement means for your budget and your calendar, the answer is a fraction of a full-time director's time, usually a set number of hours or days per month, with accountability for defined deliverables rather than presence.

## What a Fractional CHRO Owns That a Director Doesn't

The difference between a director and a CHRO is altitude, not effort. A director makes the function work. A CHRO makes the workforce match the business plan.

A fractional CHRO owns enterprise people strategy: how your workforce needs to look in 24 months to hit the plan, where the capability gaps are, and what it will cost to close them. That work includes organization design, workforce planning tied to the operating model, succession for business-critical roles, executive team effectiveness, and board-level reporting on talent risk. In a merger, acquisition, or restructuring, the CHRO models integration scenarios and leads the change, not the person who processes it. The modern CHRO seat is primarily an advisory role to the CEO and board, judged on engagement, retention, and productivity rather than on cost control alone.

Is a CHRO higher than a VP? In most structures, yes. The CHRO or CPO is a C-suite officer who reports to the CEO and sits on the executive team. A VP of HR typically reports into that seat (or into a COO where no CHRO exists) and runs a region, a business unit, or a set of HR disciplines. Directors report into the VP and own execution within a function.

That raises a practical question: what specific responsibilities does a CHRO handle that a VP of HR typically wouldn't? Four stand out:

1. **Board and investor communication.** Talent risk, executive compensation philosophy, succession, and culture reporting at the governance level, including the health of the leadership pipeline and organizational risk exposure.
2. **Organization design tied to strategy.** Deciding what the structure should be when the business model changes, not optimizing the structure that exists.
3. **Executive team development.** Coaching and calibrating the CEO's direct reports, including candid assessment of leadership capability.
4. **Enterprise change leadership.** Owning the people side of acquisitions, divestitures, restructurings, and AI-driven workforce shifts.

A VP of HR can be excellent and still not be scoped for any of those four. That is a design question, not a capability judgment.

## Where a Fractional HR Manager Fits

A fractional HR manager sits below the director level and is built for hands-on execution. This level is right when the work is real but contained: onboarding and offboarding, benefits administration, employee relations intake, HRIS hygiene, and keeping the compliance calendar current. Companies under roughly 150 employees often need exactly this and nothing more, especially when a COO or CFO is already handling the judgment calls. This role also works well alongside a director or CHRO, where the senior leader sets direction a few days a month, and the manager carries the daily load. Scope the level to the work, not to the title you think the company should have.

## Comparing the Three Levels

| Level | Primary focus | Typical scope | When it fits |
| --- | --- | --- | --- |
| HR manager | Execution and employee relations | Onboarding, offboarding, benefits administration, HRIS upkeep, policy application, first-line employee questions | Under about 150 employees, single state or low complexity, or a defined scope alongside a more senior leader |
| HR director | Building and running the function | Policy and compliance architecture, performance and compensation cycles, manager coaching, HR technology, oversight of the HR team | Roughly 150 to 800 employees, multi-state operations, no HR leadership in place, or an HR team that needs a builder above it |
| CHRO or CPO | Enterprise people strategy | Organization design, workforce planning, succession, executive team partnership, board reporting, major change leadership | 500+ employees, PE-backed or acquisitive, entering a transformation, or a CEO who needs a strategic people partner |

The ranges overlap on purpose. Complexity, not headcount alone, decides the level.

## How Company Size and Stage Point to the Right Level

HR structures look fundamentally different at either end of the size curve, and that shapes what you should buy. In a 200-person company, HR is usually one or two generalists who handle everything from payroll to recruiting, with no specialist depth. In a 3,000-person company, HR is a structured function with centers of excellence in total rewards, talent acquisition, people analytics, and learning, plus HR business partners embedded with each business unit, all coordinated by a CHRO. So how do HR organizational structures differ between small companies versus large enterprises? Smaller companies optimize for breadth in a few people; larger ones optimize for specialist depth plus a strategic layer that connects it to the operating plan.

That difference answers a related question executives ask constantly: how does company size affect whether an organization needs both a CHRO and VPs of HR, or just one of these roles? Below roughly 500 employees in a single business line, one senior people leader is almost always enough. Between 500 and 1,500, you typically need one strategic seat plus operational depth beneath it, which is where a senior people leader over an internal director or manager works well. Above 1,500, or across multiple business units, geographies, or recent acquisitions, the CHRO and VP roles separate because one person cannot both shape enterprise strategy and run regional execution.

Stage matters as much as size. How do you know if your company is at the right size or stage to benefit from a fractional HR director versus other HR solutions? A few honest tests: Is HR work landing on your COO, CFO, or office manager because nobody else owns it? Have you crossed into a second or third state without updating policy and classification practices? Is your HR team competent but unled? Are managers making inconsistent pay and performance decisions because no framework exists? Affirmative answers point to a director-level builder. If instead your constraint is that nobody is modeling what the workforce needs to look like after the next acquisition, you need the CHRO altitude.

Cost scales with level, as you would expect. A CHRO engagement requires a different investment than a manager-level role, and the right comparison is the business value of the decisions each level makes, not the cheapest option available. For a detailed breakdown of how engagements are priced and what drives the number, see [How Much Does Fractional HR Cost?](https://blog.livinghr.com/how-much-does-fractional-hr-cost). For a wider view of which people leadership roles can be brought in on a fractional basis, see [Fractional HR Roles: What HR Leadership You Can Bring In Fractionally](https://blog.livinghr.com/fractional-hr-roles), and for a deeper look at the top of the structure, read [What Does a Fractional CHRO or CPO Do, and When Does Your Company Need One?](https://blog.livinghr.com/what-does-a-fractional-chro-do).

## Signs You Need Strategy, Not Just Operations

Four signals say the answer is CHRO-level, not director-level:

- **The CEO needs a people partner for major decisions.** When headcount, structure, and leadership decisions are made without a people voice in the room, the gap is strategic.
- **An acquisition or restructuring is on the calendar.** Integration planning, retention design, and culture work have to start before the deal closes, not after.
- **Leadership capability constrains growth.** When the business plan assumes managers who do not yet exist, you need someone building the bench, not administering it.
- **Culture is straining under growth.** Rising voluntary turnover in critical roles and slipping engagement are early signals of margin erosion.

That is the real argument for fractional access. You get executive-level judgment when the business needs it, rather than waiting for headcount and budget to justify a full-time officer. livingHR's [Interim & Fractional People Leadership](https://livinghr.com/fractional-interim-support) practice covers the range from HR business partner through CPO, drawing on work across 500+ workplaces and 4M+ employees. For companies where AI is reshaping how work gets done, Fractional AI People Leadership pairs interim expertise with hands-on guidance for AI transformation. (At livingHR, interim support usually means covering an HR or people leader's role during a leave of absence; fractional is the ongoing model most companies are actually asking about.)

Still unsure whether the timing is right? Read [Is Your Company Ready for Fractional HR?](https://blog.livinghr.com/is-your-company-ready-for-fractional-hr) before you scope the role.
