# Fractional HR Leader, HR Consulting Firm, or Managed HR: Which Is Right for You?

How a fractional HR leader, an HR consulting firm, and managed HR differ in scope, continuity, and cost, and how to choose the right mix.

![](https://blog.livinghr.com/hubfs/pillarbase-articles/ai_suggestion_9c5029dd3fc3.webp)

HR's remit is expanding faster than most HR teams are built to handle. As [Forbes reported in November 2025](https://www.forbes.com/sites/vibhasratanjee/2025/11/20/hr-is-growing-faster-than-ever---what-that-means-for-human-capability/), HR is growing faster than almost any other corporate function and now sits closer to decisions about culture, strategy, and risk, yet many HR functions are still built for a narrower administrative mandate. That gap is why most mid-sized companies end up buying outside HR support, often without a clear picture of what they are actually buying. Fractional work vs. consulting, and where managed HR fits alongside both, often gets framed as an either/or decision. It rarely is. The short answer: a fractional HR leader owns ongoing people strategy and the judgment calls that come with it; an HR consulting firm delivers a defined project with specialized expertise; and managed HR runs ongoing operations. The fractional HR vs HR consulting firm question comes down to scope and continuity, not quality. Many companies with 250 to 3,500 employees use both models at once, and the better question is which combination fits your problem.

## How Each Model Works

What's the difference between a fractional HR role and just using an HR consulting firm or outsourced HR company? The honest answer has less to do with who performs the work and more to do with what each party is accountable for.

### A Fractional HR Leader

A fractional HR leader is a senior people executive, usually at the Head of HR, CHRO, or CPO level, who works part-time on an ongoing basis within your company. The engagement is set at a fixed number of days or hours per month and runs as long as needed. That person sits in leadership meetings, owns the people strategy, and makes calls on org design, pay decisions, and employment risk. At livingHR, interim leadership means something different: covering a people leader's role during a temporary leave of absence. To see how these structures compare against a full-time hire, read [Fractional vs. Interim vs. Full-Time HR Leadership: How to Choose](https://blog.livinghr.com/fractional-vs-interim-vs-full-time-hr-leadership).

### An HR Consulting Firm

An HR consulting firm takes on a defined problem with a stated deliverable and a finish line. Typical scopes include compensation studies, HR technology selection, workforce plans, or post-acquisition integration work. Engagements run from discovery through a documented handoff, then close. You are buying expertise and capacity you would never justify hiring full-time, priced against a timeline.

### Managed (Outsourced) HR

Managed, or outsourced, HR puts a team behind your ongoing operational work: onboarding and offboarding, benefits and leave administration, employee relations response, HR system support. Pricing is generally a monthly fee tied to headcount, scope, and volume, often with attached service levels. The work is continuous and measurable, and it absorbs transaction volume your internal team cannot. It does not include a seat at your leadership table.

## What Each Model Does Best

Each model earns its place for a different reason, and the trade-offs are worth stating plainly.

- **Fractional leadership is best at ownership.** You get senior judgment embedded in the business, applied week after week, with one person accountable for whether the people strategy produces results. A project cannot replicate continuity.
- **Consulting is best at defined, specialized builds.** Deep expertise arrives on a timeline, does the work, and leaves behind something you own. In a [Gartner survey of HR leaders on 2025 priorities](https://www.gartner.com/en/newsroom/press-releases/2024-10-15-gartner-survey-finds-leader-and-manager-development-tops-hrleaders-list), 55% said their current technology solutions don't cover current and future business needs, which is why system selection so often becomes a project. In one HR technology evaluation livingHR ran for a software company, managing the RFP and the negotiation brought the final investment to roughly 35% below the vendor's initial proposal. A separate workforce planning engagement moved average span of control from 1:4 to 1:8 and cut unique job titles by 30%.
- **Managed HR is best at ongoing execution.** Operational work gets done consistently, at a per-transaction cost that full-time headcount rarely matches. In one managed services engagement with a roughly 150-person company growing through acquisition, turnover fell from 31% to 25% while onboarding and benefits enrollment moved to fully digital workflows.

## Problems a Fractional Leader Solves That Outsourcing Can't

What specific HR problems can a fractional HR person solve that a traditional HR outsourcing company can't? Start with the ones that require a decision rather than a deliverable. When a senior leader is underperforming, when two acquired teams run on incompatible norms, or when the choice is between restructuring and backfilling, someone has to weigh the business risk and decide. An outsourcing provider executes policy. A fractional leader sets it and then answers for it.

The second difference is proximity to the leadership team. A fractional executive sits with the CEO and CFO and translates people decisions into dollars: what a new pay structure does to next year's labor cost, what a 25% turnover rate costs in lost productivity and rehiring, where compliance exposure sits as you open headcount in a new state. That conversation happens in a leadership meeting, not a ticketing queue.

Culture and change work behave the same way. In one nonprofit engagement during a long-tenured CEO's retirement and a change in HR leadership, fractional and interim support held daily HR operations steady and closed compliance gaps. Outsourced teams are measured on service levels. A fractional leader is measured on people outcomes over quarters: retention, time to fill, manager capability. Put another way, what specific HR challenges can a fractional director help solve that a standard HR outsourcing company cannot? The ones where the right answer depends on your strategy, your margins, and your people. For a clear line on where that scope ends, read [What Can a Fractional HR Leader Handle, and What Can't They?](https://blog.livinghr.com/what-can-a-fractional-hr-leader-handle).

## Side-by-Side Comparison

| Model | Scope | Continuity | Cost structure | Best fit |
| --- | --- | --- | --- | --- |
| Fractional HR leader | Ongoing people strategy, org design, leadership counsel, escalated decisions | Continuous; the same leader over months or years | Monthly fee based on days or hours per month | Companies needing senior judgment without a full-time executive on payroll |
| HR consulting firm | One defined problem with a stated deliverable | Finite; ends at handoff | Fixed fee against a set timeline | Specialized work with a start and a finish: pay studies, HR tech selection, workforce planning, M&A integration |
| Managed HR | Ongoing operations and transactions across the employee lifecycle | Continuous at the team level, often with service levels | Monthly fee tied to headcount, scope, and volume | Companies whose operational HR volume exceeds internal capacity |

## How to Choose, or Combine, the Right Models

How do companies determine whether they actually need a fractional HR leader versus other HR solutions like consulting firms or outsourced HR platforms? Ask what breaks if nobody does the work.

1. If the gap is a decision no one in the building is qualified to make, you need fractional leadership.
2. If the gap is a deliverable you lack the expertise or bandwidth to build, you need a consulting engagement.
3. If the gap is recurring work consuming your team's week, you need managed HR.

Is fractional HR a good fit for my business size, or would a traditional HR consultant be better? Structure matters more than size. Under roughly 250 employees with no senior people leader in seat, fractional leadership usually comes first, with project support added as specific needs surface. Between 250 and 1,000, one HR director often handles both strategy and transactions; putting managed HR under that person and fractional leadership above it solves two problems at once. From 1,000 to 3,500, a CHRO is typically already in place, so project work and managed operations carry most of the load, with fractional support reserved for a domain gap such as total rewards, talent acquisition, or AI people strategy.

For operators running a portfolio, the draw is scaling support up or down by quarter without permanently overbuilding the HR function. Worth saying clearly: fractional leadership is not a discounted substitute for a people leader. It is a way to buy the seniority the business genuinely requires at the level of involvement it requires.

Combining models is common and usually the most efficient answer. A fractional leader sets strategy and governs decisions while a managed team runs operations underneath, and a fixed-scope project handles something specialized along the way. At livingHR, People + Culture as a Service (P+CaaS) is the flexible monthly model, Professional Services is the fixed-timeline project model, and Managed Services runs on three tiers (Foundational, Strategic, Enterprise) that scale with headcount and complexity. The right mix shifts as the business does, as it should.
