# How Do PE Operating Partners Use Fractional HR to Drive Value Creation Across a Portfolio?

How operating partners put fractional HR leadership to work across the deal lifecycle, from HR due diligence to the 100-day plan and the hold.

![](https://blog.livinghr.com/hubfs/pillarbase-articles/ai_suggestion_6919a41ca456.webp)

Deal teams underwrite the model. Management teams deliver it. A management team that cannot hire, retain, or integrate people as the thesis assumes is the fastest route to a missed plan. A [Gartner survey of 1,403 HR leaders](https://www.gartner.com/en/newsroom/press-releases/2024-10-15-gartner-survey-finds-leader-and-manager-development-tops-hrleaders-list) ranked leader and manager development the top priority for 2025, and three-quarters of 805 HR leaders in a related Gartner sample said their managers are overwhelmed by expanding responsibilities. That pressure shows up in portfolio companies with thin people functions well before it shows up in the quarterly financials. For operating partners, value creation leads, and human capital leaders at PE firms, the short answer to how PE operating partners use fractional HR to drive value creation across a portfolio is this: fractional HR leadership is a flexible, capital-efficient way to put senior people expertise into a portfolio company at exactly the moments that decide whether the plan lands.

## Why People Strategy Belongs in the Value Creation Plan

In PE terms, a value creation framework is a structured set of initiatives, owners, timelines, and measurable targets that bridge the entry and exit multiples. It usually covers commercial growth, pricing, operational efficiency, add-on acquisitions, and working capital. What is the value creation framework? It is the plan of record for how EBITDA and enterprise value will move during the hold, and who is accountable for each lever.

People decisions sit underneath nearly every one of those levers. A sales organization that takes six months to fill quota-carrying roles delays revenue realization. Attrition in operations means replacement costs, lost institutional knowledge, and customer disruption. [Gallup estimates](https://www.gallup.com/workplace/247391/fixable-problem-costs-businesses-trillion.aspx) that replacing an employee can cost one-half to two times that person's annual salary. Even at the low end, a 1,000-person company paying an average salary of $60,000 with 10% annual attrition spends roughly $3 million a year on turnover before anyone counts lost productivity. That is a direct EBITDA line item hiding inside a people metric.

A people strategy value-creation plan belongs in the deal model from day one for one simple reason: people costs are usually the largest controllable expense line in a mid-market business, and talent capability sets the ceiling on execution speed. Treating people work as something that gets handled after the operational workstreams are underway pushes it into month nine, when the window for cheap wins has already narrowed.

## How the Operating Partner Role in Human Capital Is Changing

The operating partner role has shifted from board-level oversight to hands-on involvement in portfolio company execution, and human capital has followed. Many funds now have a dedicated human capital partner or talent lead who owns executive assessment, succession, and people integration across the portfolio. Larger funds often build sizable internal operating teams with specialists who can embed directly in a company for months. Middle-market firms rarely have that luxury. One operating partner may cover eight to twelve companies, making it impossible to staff internal depth across every people issue.

That gap is the practical answer to how private equity operating partner roles are changing. The job is no longer approving a comp plan once a year. It's about ensuring each portfolio company has people leadership at the right level and stage, without adding permanent cost to every company.

Here is a private equity operating partner human capital example, offered as an illustration. A middle-market fund closes on a roughly 400-person services business with no HR leader above a benefits administrator. The operating partner brings in a fractional people leader two days a week for the first six months to build the compensation structure, stabilize the management layer, and build hiring capacity. Once the function is running, the engagement drops to two days a month for advisory coverage. When the same fund closes an add-on eighteen months later, the engagement steps back up for the integration. The expertise flexes with the work instead of sitting idle between milestones.

## Fractional HR Across the Deal Lifecycle

### HR Due Diligence

HR due diligence in private equity is narrower than a full culture assessment and more specific than a benefits review. What are the steps involved in HR due diligence during mergers and acquisitions? In practice: quantify total workforce cost including benefits, incentives, and contingent labor; review employment and classification compliance; assess the leadership bench and identify flight risk among the people the thesis depends on; examine compensation structure for internal inequity and above-market liabilities; and map HR systems, data quality, and open obligations like pending claims or deferred compensation.

The most important red flags are rarely in the data room. What red flags in HR due diligence do PE firms most often miss during the initial evaluation phase? Misclassified contractors and unpaid overtime exposure that surfaces post-close. A single person who holds all institutional knowledge of payroll and systems. Compensation that has drifted so far below market that a correction will cost real EBITDA in year one. Key leaders with no retention mechanism in place. And culture incompatibility in add-ons, which shows up as attrition six months after close rather than as a line in diligence.

### The Post-Acquisition 100-Day Plan

What's the best way to integrate our HR due diligence findings into the post-acquisition 100-day plan? Convert each finding into a dated action with an owner and a dollar figure. Compliance exposure becomes a remediation workstream with a target close date. Flight risk becomes specific retention conversations in the first two weeks. Compensation gaps become a budgeted correction with a phased schedule. A fractional people leader can run this directly, which matters when the company has no HR leader and the CEO is already carrying the commercial plan. The first 100 days are also when management credibility is set, so speed here pays compounding returns through the hold.

### Integration and Add-Ons

Post-acquisition HR integration is where add-on strategies quietly lose value. Two companies with different pay philosophies, titles, and management norms don't merge with an announcement. The work is concrete: harmonize compensation bands and benefits, build a single job architecture, set consistent onboarding and offboarding, and decide the combined operating norms rather than letting the larger entity impose them by default. A fractional leader who has done this across multiple transactions can run a repeatable playbook, which is far more efficient than rebuilding the approach with each deal.

### Scaling Through the Hold

The level of people leadership a company needs at 200 employees is not what it needs at 700. Early in the hold, the work is foundational: structure, compliance, systems, hiring capacity. Midway through, it shifts to leadership development, succession, and workforce planning tied to the growth model. Nearing exit, it becomes management team readiness and clean, defensible people data for the diligence the buyer will run. Fractional engagements can scale up and down across those phases, which is harder with a full-time executive hire whose scope and cost are fixed at the time of hiring.

## Why Fractional Leadership Fits the Portfolio Model

The capital efficiency case is about allocation and timing, not about doing people work on the cheap. Portfolio companies in the 150 to 1,500 employee range often need CPO-level judgment on a handful of decisions each quarter: how to structure the sales comp plan, how to build the management layer, how to integrate an acquisition without losing the people who make it work. They do not need forty hours a week of that judgment. Paying for a full-time executive to cover periodic decisions puts capital in the wrong place, and understaffing the function entirely puts the plan at risk.

PE firms are sometimes reluctant to fund HR build-out during periods of frequent M&A, and that reluctance is reasonable when framed correctly. It is a timing and sequencing question: why build a permanent function at company A when the combined entity's structure will not be settled for another year? Fractional expertise answers that directly. It follows the deal activity, scales with the work, and doesn't lock the platform into a structure it will have to unwind.

A few things this model gives an operating partner across a portfolio:

- **Speed to coverage.** Senior leadership in place while the company still decides on its permanent structure.
- **Repeatable playbooks.** A leader working across multiple transactions brings tested integration and comp frameworks.
- **Adjustable scope.** Support tailored by hours per month, scaled up for integration and down during steady operations.
- **Portfolio-level consistency.** Shared approaches to comp structure, people data, and management practices across companies.

At livingHR, Interim & Fractional People Leadership covers roles from HR Business Partner through CPO, with support tailored to hours per month. Interim engagements at livingHR typically cover a people leader's role during a leave of absence; the broader portfolio work is fractional, where most PE engagements sit. For the practical mechanics of structuring these engagements, see [Making Fractional HR Leadership Work](https://blog.livinghr.com/making-fractional-hr-leadership-work).

## The People KPIs That Tie to EBITDA and Enterprise Value

Operating partners already ask what specific HR metrics and KPIs PE firms typically track to measure their contribution to EBITDA expansion. The useful set is short, financially legible, and tracked consistently across the portfolio. This list also answers which HR metrics and KPIs PE-backed companies should track to align with EBITDA improvement goals.

| KPI | Link to value | How to measure |
| --- | --- | --- |
| Voluntary attrition in critical roles | Replacement cost of one-half to two times salary, plus lost productivity and customer disruption | Quarterly voluntary exits in designated critical roles, converted to dollars |
| Time to fill revenue-generating roles | Each vacant day delays revenue realization | Days from approved requisition to accepted offer, multiplied by average daily revenue per role |
| Total workforce cost as a percent of revenue | Largest controllable expense line; direct margin impact | Fully loaded people cost (salary, benefits, incentives, contingent) divided by revenue, tracked against plan |
| Revenue or gross profit per employee | Measures whether headcount growth is producing output | Trailing twelve-month revenue divided by average FTE, trended quarterly |
| New hire time to productivity | Shortens ramp, accelerates pipeline conversion | Weeks to quota attainment or defined productivity benchmark |
| Management span of control | Signals organizational efficiency and layer bloat | Average direct reports per manager by function |
| Key leader retention | Protects thesis execution and exit readiness | Retention rate among named critical leaders, tracked against the plan |

What specific metrics or KPIs should a PE firm track to measure whether a fractional HR leader is actually driving value during the hold period? Set a baseline at engagement start on four or five of the metrics above, then review quarterly against the dated commitments in the 100-day plan and the integration schedule. Milestone completion matters as much as trendlines in year one: compliance exposure closed, comp structure implemented, hiring capacity operational.

How do you actually measure whether a talent strategy intervention at a portfolio company has successfully created value or improved returns? Compare the pre-intervention run rate against the post-intervention run rate and price the delta. A 6-point drop in turnover at a 150-person company with $55,000 average salaries is roughly $250,000 a year in avoided replacement cost at the low end of Gallup's range. That is the mechanic for measuring and tracking the financial impact of people strategy initiatives on EBITDA and enterprise value: convert the people metric to dollars, net out the cost of the intervention, and carry the recurring benefit into the exit model, where it gets multiplied. ## A livingHR Example

In one livingHR engagement, a national law firm that had grown rapidly through mergers needed to build a unified culture across its legacy groups and offices. The work included a full-firm cultural analysis, a firmwide culture code, a People Experience Roadmap, and a Culture Due Diligence tool to assess cultural alignment in future mergers and acquisitions. That last deliverable is the part operating partners tend to recognize immediately: a repeatable instrument for evaluating cultural fit before the next transaction closes, rather than discovering the mismatch through attrition afterward.

People strategy can drive value creation as much as any operational lever. [Talk with livingHR](https://livinghr.com/contact-us) about deploying fractional HR leadership across your portfolio.
